A Springfield craft grower has received a $750,000 loan through Illinois’ Cannabis Social Equity Loan Program, according to state data in a community announcement.
Lincoln Labs LLC was the only Springfield applicant approved in the latest round of funding, which distributed nearly $32 million statewide to support equity-eligible cannabis businesses.
Statewide, 95 loans totaling $31,793,206 were approved across four license categories. Craft growers received the largest share, with 25 businesses awarded $18.74 million, including Lincoln Labs. Adult-use dispensaries were approved for $9.07 million across 37 loans, while infusers received $2.94 million through 12 loans, and transporters received $1.05 million across 21 approvals.
The Springfield award is one of 25 craft grower approvals statewide, placing the city among a group of communities benefiting from state efforts to broaden participation in Illinois’ regulated cannabis industry.
The announcement noted that the program is designed to help new operators establish cultivation, manufacturing, dispensing and transportation businesses across Illinois. The loans are part of a broader effort to promote equity in the state’s cannabis industry.
Recipients were determined based on factors including social equity status, financial need, financial resources and progress toward becoming operational.
The program offers direct forgivable loans financed by the state. The loan principal may be up to 100% forgivable upon providing documentation for eligible business expenses. The interest rate is 4% after an 18-month grace period of no required payments and 0% interest.
State officials highlighted the program’s role in promoting equity and economic development.
“Through this investment, we are continuing to break down barriers and expand opportunities for entrepreneurs who have too often been left out of emerging industries,” Lt. Gov. Juliana Stratton said in the announcement. “The Cannabis Social Equity Loan Program is about more than access to capital—it’s about building generational wealth, strengthening communities and ensuring that equity remains at the center of Illinois’ cannabis industry.”
Kristin Richards, director of the Illinois Department of Commerce and Economic Opportunity, said that the program reflects the state’s commitment to promoting inclusive economic development.
“The cannabis licensees funded through Round III reflect Illinois’ commitment to promoting inclusive economic development across this sector,” Richards said in the announcement.
The Springfield award is part of a broader state effort to promote equity in the cannabis industry. The first two rounds of the program provided approximately $23.3 million, including $18.3 million to craft growers, infusers and transporters in the first round and $5 million to dispensaries in the second round.
The program was expanded in the third round to include all license types. Loan recipients include social equity craft growers, infusers, transporters and dispensaries licensed by the Illinois Department of Agriculture and the Illinois Department of Financial and Professional Regulation.
The full list of loan recipients can be found on the Illinois Department of Commerce and Economic Opportunity’s website.
