OKLAHOMA CITY, Oklahoma — A federal indictment has charged 51 individuals in a conspiracy to manufacture and distribute black-market marijuana from Oklahoma across the United States, according to U.S. Attorney Robert J. Troester.
The indictment, unsealed recently, includes 67 counts against defendants from states including Oklahoma, Texas, New York, North Carolina, Florida, Michigan, Kansas, Mississippi, and California. In a coordinated operation, over 100 law enforcement personnel executed arrest warrants, resulting in 28 arrests while 23 individuals remain fugitives. The operation also led to the seizure of approximately 61,000 marijuana plants and 550 kilograms of processed marijuana, according to the press release.
“This case underscores the threat posed by nationwide criminal organizations that exploit Oklahoma’s marijuana laws,” said U.S. Attorney Troester. The investigation, led by the Drug Enforcement Administration (DEA) and the Oklahoma Bureau of Narcotics and Dangerous Drugs Control, targeted a criminal organization operating under the guise of a state-licensed operation, stated DEA Dallas Special Agent in Charge Joseph B. Tucker.
The indictment alleges that from March 2025 through April 2026, a network of marijuana grow owners, brokers, transporters, and distributors collaborated to distribute black-market marijuana. The conspiracy involved transporting marijuana from grow facilities to stash houses and customers, with brokers coordinating the efforts. Law enforcement intercepted calls from two main conspirators, Li Shun Chen, 53, and Ying Wang, 45, both of Oklahoma City.
The charges also seek the forfeiture of multiple properties and assets used in the unlawful activities, including real estate in various Oklahoma locations. The public is reminded that these charges are allegations, and the defendants are presumed innocent until proven guilty.
This operation is part of the Homeland Security Task Force initiative, which aims to eliminate criminal organizations operating in the U.S. and abroad. The investigation received assistance from multiple agencies, including the FBI, U.S. Marshals Service, and Oklahoma City Police Department. Assistant U.S. Attorneys Elizabeth M. Bagwell, Drew E. Davis, and Bow Bottomly are prosecuting the case.
