Marijuana dispensary proposed on Eisenhower Drive in Hanover – eveningsun.com

A proposal for a medical marijuana dispensary on Eisenhower Drive in north Hanover is set to be heard during a January 2026 hearing of the Hanover Borough Zoning Hearing Board, according to municipal records.
The legal advertisement for the January hearing shared that Keystone ReLeaf, LLC., has proposed to convert a vacant bank property at 361 Eisenhower Drive in Hanover, formerly a Traditions Bank, into a medical marijuana dispensary.
The zoning hearing will take place in Hanover’s council chambers at 33 Frederick Street at 6 p.m. on Monday, Jan. 19, 2026, according to the legal advertisement.
Prior to the hearing, the proposal will likely be on the agenda for discussion during the Jan. 7, 2026 meeting of the Hanover Planning Commission, though that agenda was not yet posted.
In the application, project representatives requested for a use special exception, in addition to a variance, for the property, which is located within the “planned development” zoning district of Hanover.
For the special exception, the proposal seeks to obtain permission for the conversion and change of use of a vacant bank structure into a dispensary. In the request for a variance, the proposal is seeking permission for drive-through service at the site.
The proposal was discussed briefly, without action taken, during the November 2025 meeting of Hanover’s Planning Commission.
In those meeting minutes, a project representative described the project as seeking to use two of the bank’s existing drive-through lanes for serving customers, and a third drive-through lane would be used for access to a secure sallyport on the rear of the building. The sallyport, those minutes described, would be encased in privacy fencing.
Keystone Releaf opened its first medical marijuana dispensary in Lebanon, Pa., earlier this year, according to the company’s website. The business offers, per their website, concentrates, vapes, flower, troches, topicals, gear, and other related items to qualifying patients with a valid PA Medical Marijuana card.
If approved, the proposal would be the first medical marijuana dispensary within borough limits since the passage of the Pennsylvania Medical Marijuana Act in 2016.
The Hanover area’s first medical marijuana dispensary, originally opened by Knox Medical but now operated by Fluent, sits across municipal lines in Penn Township on the 600 block of Frederick Street.
Upon opening in 2018, Knox was the first dispensary in operation for York County as a whole.
