A neighbor somewhere on his block is forcing the conversation.
With the cool winter weather, the windows are open at the Mesnards’ Chandler residence and occasionally let in the strong scent of marijuana. Mesnard’s not sure what house it’s coming from, saying he knows his “immediate surrounding neighbors” are not the issue.
