Hanover zoning board approves medical marijuana dispensary proposal – The Evening Sun
A zoning hearing on Monday evening in Hanover Borough gave approval for a proposed medical marijuana dispensary on Eisenhower Drive.
During a January hearing of the Hanover Zoning Hearing Board on Monday, Jan. 19, 2026, members approved a special exception and variance submitted for a proposed medical marijuana dispensary at 361 Eisenhower Drive in Hanover.
The hearing came after Keystone ReLeaf, LLC., had submitted an application towards converting the vacant bank building at the location, which once held Traditions Bank, into a dispensary.
During the hearing, the board heard from a project representative from Green Thumb Industries, who told the board that the company has a license from the state to operate in the area and operates over 100 locations across 15 states.
“Our real estate team selected this site because we think it’d be good for the business,” said Maurica Miller, director of land use entitlements for Green Thumb Industries.
“It’s visible, it’s in a commercial area, and it meets the requirements under the zoning ordinance.”
Miller told the board that plans do not entail any major renovations to the site, with the only exterior additions being signage and a secure sallyport on the rear of the building to obscure the view of any deliveries.
“The building’s in great shape, so really it would just be an interior fit out,” she said.
The building will only serve as a dispensary, Miller told the board, and would not provide any other services.
All customers and employees will be required to show ID prior to entering the building, she said, and signs will be posted prohibiting any consumption on site or loitering.
Typical turnaround time for customers, Miller said, was three-to-five minutes, as customers typically verify their prescriptions and order online prior to their arrival. The site is expected to have “a few hundred” customers per day, she added.
Expected operation times were planned to be from 9 a.m. to 9 p.m., Miller told the board.
According to the proposal, a driveway on the east side of the building connecting from Wilson Avenue up to Eisenhower Drive would be changed to one-way traffic, with all traffic headed northbound.
While the zoning within the planned development zoning area allows for a medical marijuana dispensary, a drive-through was not currently allowed under the ordinances, resulting in the project requiring a variance to operate a drive-thru.
At the location, three drive-through lanes currently exist, Miller said, but only one or two lanes are planned for potential use, with the third lane providing access for the secure loading zone on the rear of the building.
Miller told the board that the drive-through was “conducive to our patients who maybe have difficulty walking, so that they wouldn’t have to ambulate into the site.”
Upon approval the project from the municipality, Miller said, the dispensary will have to seek state approval to move forward, which will include a full inspection prior to opening.
At the conclusion of the hearing, the board voted in favor of a motion to approve the special exception and variance for the location, moving the project forward.
