PENDLETON, Ore. – The Pendleton City Council has enacted a 120-day moratorium on new marijuana dispensaries after a meeting that featured a special procedure and a public hearing.
According to the City of Pendleton, the City Council began considering a limit on the number of retail marijuana establishments at the request of an owner of one of the city’s existing dispensaries. Pendleton officials said the owner mentioned Oregon House Bill 4121, which was passed in 2024. HB 4121 governs where marijuana retailers can be located, and asks the Oregon Liquor and Cannabis Commission to implement population-based limits that determine where a retail marijuana license can be submitted.
At their meeting on April 21, the Pendleton City Council approved a 120-day moratorium on granting new marijuana retail licenses. The moratorium was approved after a rare first reading of the ordinance and a public hearing that was conducted in the same meeting. City council officials said the moratorium is intended to give time to evaluate long-term regulatory options and market conditions, allowing city staff to determine if additional regulations or a cap on the number of retailers is appropriate.
During the moratorium period, Pendleton officials will review local marijuana licensing policies, evaluate impacts on the local community, and align local policies with evolving state regulations and guidance. Pendleton officials emphasized the moratorium is not a permanent ban on new marijuana businesses.
