New York once again avoided a temporary pause to its cannabis licensing scheme that prioritizes applicants with marijuana convictions within the state over those found guilty elsewhere.
Judge Anne M. Nardacci‘s ruling marks the second time the US District Court for the Northern District of New York has rejected a request to block the state from issuing those licenses, pending the outcome of a lawsuit in which the owners of a pair of dispensaries say they were harmed by the state’s exclusion of people convicted of offenses outside its borders from receiving “extra priority” review for their applications.
