The City of Pendleton has paused new marijuana retail license applications for 120 days while city leaders study whether long-term limits or other local rules made sense, the city said in a release.

NonStop Local spoke with the marijuana dispensary owner who proposed the limit to city leaders.
With four dispensaries in Pendleton and two more on the way, Erin Purchase, owner of Kind Leaf Pendleton, said more competition could hurt local businesses, which already offer discounts in efforts to attract customers.
“We race to the bottom,” Erin Purchase, owner of Kind Leaf Pendleton, said. “The race to the bottom doesn’t benefit small businesses. It doesn’t benefit the community.”
Purchase also raised concerns of public safety and health.
“[Cutting prices] makes it more accessible for people who aren’t supposed to have it,” Purchase said. “They used to have to get a bunch of lunch money together to buy an ounce [of marijuana]. And now they need $20 to buy an ounce.”
Purchase is calling for a population-based cap similar to the regulation outlined by Oregon HB4121 and tailored to the city’s size. Enacted in 2024, the law set a limit on marijuana retail and production licenses: one for every 7,500 Oregonians age 21 and older.
PENDLETON, Ore. — The City of Pendleton has paused new marijuana retail license applications for 120 days while city leaders study whether long-term limits or other local rules made sense, the city said in a release.
The temporary moratorium, approved by the council on April 21, does not affect existing marijuana businesses or applications already pending. 
According to the city, council members wanted more time to review market conditions and hear public input before deciding whether to add regulations or set a cap on marijuana retailers.
The city explained that marijuana businesses in Oregon are licensed by the Oregon Liquor and Cannabis Commission, but local governments still control business licensing, zoning and land use decisions.
The city said the discussion started after the owner of one existing Pendleton marijuana retailer asked the council to consider a limit on the number of shops in the city. 
The city also noted that 4,000 people commute in for work along with strong tourism traffic. Staff and elected officials said they were weighing whether those factors mean a business limit should be added and what that limit should be.
