ROCK RAPIDS—A 49-year-old Rock Rapids man was arrested about 2:45 p.m. Tuesday, first-offense possession of a controlled substance — marijuana and drug paraphernalia.
The arrest of Timothy James Civis stemmed from an arrest warrant being executed at a trailer home on the 800 block of First Avenue in Rock Rapids, according to the Lyon County Sheriff’s Office.
A slight smell of marijuana was detected inside the trailer.
While deputies were speaking to the individual the warrant was for, Civis walked into the garage from the back patio.
Upon his entry, “the marijuana smell became very strong,” according to the incident report.
A deputy asked Civis if he was smoking marijuana, and Civis admitted he was and had a marijuana pipe on him, which he gave to the deputy.
Burnt marijuana residue was observed in the black pipe.
