Victor planning board approves cannabis store at Eastview Mall

The town of Victor planning board has given approval to the area’s first mall-based cannabis retailer.
Good Life Collective has signed a lease with Wilmorite Management Group, LLC for a space in Eastview Mall. Good Life Collective currently operates in the city of Rochester at 155 Monroe Ave.
The board voted 3-2 to approve the application at Tuesday’s meeting. The retailer previously was granted a zoning variance from the town and the state Office of Cannabis Management gave approval for the mall location.
Board member Trisha Turner expressed concern on how the store may impact mall patrons under 21, especially given the number of retailers that cater to children.
Hiram Hernandez Jr., who represented Good Life Collective at the meeting, told the board that “We understand there’s kids there; (you can) best believe we’re going to protect that.”
The introduction of a cannabis store to the mall is a first, but both parties said the lease provides protections for the mall owner and patrons.
“We’re trying to better our mall but also transition into what the new forefront is for retail,” Morgan Todd, vice president of leasing for mall owner Wilmorite, told the board.
Wilmorite has the option to terminate the lease if there is deemed to be a noxious impact. There also are lease protections for the tenant should changes in state law adversely impact the cannabis industry.
The store will be located near entrance 6, about halfway between anchor tenants Macy’s and Van Maur. Hours of operation are expected to mirror mall hours (10 a.m. to 8 p.m. Monday-Saturday) but the store can only operate from noon to 6 p.m. on Sundays.
There is at least one other cannabis store in a mall in New York: The Mall at Bay Plaza in the Bronx is home to Elite Hemp Cart.
